Carlos Serrano
Head of the Secretariat
Carlos Serrano is the Principal Operations Officer and Head of the Secretariat for the Alliance for Green Commercial Banks, a global initiative of IFC. A seasoned leader in Climate Finance Advisory & Knowledge Services, he has a career spanning over 35 years in senior banking positions across four continents, including institutions such as BBVA Group, Inter-American Development Bank, BID Invest, and since 2013, IFC, where at FIG, he has significantly contributed to promoting sustainability in the banking industry. Previously, he served as IFC’s Climate Finance Advisory and Knowledge Services Lead for the Latin-American Financial Sector, providing strategic support and founding the Green Banking Academy (GBAC). Under his leadership, GBAC mobilized US$3.7 billion in climate finance, provided climate advisory to 40 institutions from 15 countries, trained 43,000 professionals, and awarded 813 climate finance scholarships.

Joy Luting Huang
Operation Lead
Joy brings a wealth of 20 years of experience. She first joined IFC in 2017 in Infra and rejoined in 2021 in FIG. Currently, she works as the Operations Lead for IFC’s initiative 'The Alliance for Green Commercial Banks'. Beyond IFC, Joy also has 15 years’ experience in leading companies and international organizations, with a focus on climate, energy, and gender. She has worked for Goldman Sachs, the Worldwide Fund for Nature (WWF), and the Natural Resources Defence Council (NRDC), she also co-founded a social enterprise funded by the Swiss Federal Government. Joy has managed many projects such as '10,000 Women', 'Green Cooling for China', and 'EE Appliance Standards Promotion'. Joy holds a Master’s degree in Economics from the University of East Anglia, and a Bachelor’s degree in Civil Engineering from Beijing Jiaotong University.

Xiaoqun Dong
Membership Lead
For the past nine years, Xiaoqun has been at the intersection of climate finance and digital innovation. She began her career with the Climate Change Group at World Bank in Washington, D.C., focusing on the development of climate markets. In 2018, she transitioned to the financial sector, joining Ant Financial, a leading fintech company in China. There, she worked on designing and implementing digital solutions for diverse applications. Since 2021, Xiaoqun has been part of the International Finance Corporation (IFC), focusing on climate-related initiatives across Asia, including her work with the Alliance for Green Commercial Banks. Her professional experience spans multiple markets, including Cambodia, China, Indonesia, Lao PDR, the Philippines, Thailand, Viet Nam, among others. Xiaoqun holds a bachelor’s degree in economics and Trade from Shanghai University and a master’s degree in Energy, Resources, and Environment from Johns Hopkins University.

Luis Maldonado
Partnership Lead
Luis Maldonado has been with the IFC for eight years, working on projects such as launching the Green Banking Academy in LAC. He is also a consultant for the World Bank and a professor at IE University in Spain. Luis has developed his career in economics and finance, holding senior positions in both the public and private sectors. He served as an advisor to Spain's Vice-President and Minister of Economy, CSO at Bankia (now CaixaBank), and Director of Strategic Consulting for the Financial Sector at PwC Spain. He was also Managing Director of the PwC-IE Business School Financial Sector and a senior advisor at Everis (now NTT Data). Luis has extensive experience with multilateral institutions, including the IMF, where he served for five years in various roles, including advisor to the Managing Director. He has also consulted for the IDB and UN Tourism. Luis holds a PhD in Economics Cum Laude from Alcalá University.

Hanyu Zhang
Event Coordinator & Researcher
Hanyu has over three years of experience in project coordination, knowledge management, and data analysis in international development and sustainable finance. As an SDG investment consultant for the UNDP Africa Sustainable Finance Hub in South Africa, she advanced green debt facilities and helped issue green bonds in least developed African countries. Her work with USAID, JICA, and international banks promoted renewable energy access and business development in Africa. Skilled in data analysis and report writing, she has collaborated with UNDP colleagues to publish research on SDG investment opportunity mapping and assessments of country-specific green market development. Hanyu holds a master’s in international development from the University of Warwick and a bachelor’s in international Affairs and International Relations from Jinan University, bringing strategic vision to green finance.

Kathy Yeung
Program Assistant
Kathy joined IFC Alliance for Green Commercial Banks as Project Assistant in 2024. She is also the Program Assistant for Infrastructure and Natural Resources Team in Asia, International Finance Corporation (IFC). She is an accomplished administrative professional with extensive experience in supporting senior executives and managing complex projects within the IFC. Since joining IFC in 2014, Kathy has played a pivotal role in the Infrastructure and Natural Resources department, where she has provided comprehensive administrative support to the Regional Infrastructure Director and the Hong Kong team. Her proven track record of managing complex administrative tasks, coordinating large-scale events, and supporting high-level executives ensure the Alliance's initiatives are executed seamlessly and efficiently. Kathy holds a bachelor’s degree in commerce from the University of Auckland, New Zealand.

Megan Wang
Communications Lead
Megan is a seasoned communications and marketing specialist with over a decade of experience in both the public and private sectors. She excels in strategic communications, multimedia content creation, stakeholder engagement, and digital marketing. Currently, Megan is a Communications Specialist for the Financial Institutions Group at the International Finance Corporation (IFC), part of the World Bank Group. She supports communication campaigns across the Asia-Pacific region, creating compelling multimedia content and managing events. Previously, Megan worked at the United Nations in its Asia-Pacific and Eastern Europe regional offices. As a Digital Communications Assistant, she implemented strategies to enhance UNFPA’s visibility, managed digital campaigns, and optimized social media outreach. Her efforts significantly strengthened the UN’s communication impact and stakeholder engagement.
